After a careful look into the tragic events and misfortunes of the past three decades in Afghanistan beginning with the Communist Coup of April 1978 followed by Soviet military intervention in December 1979, one is readily convinced that Pashtuns on both sides of the Durand Line have been the prime victims. It is true that Afghans in general have suffered tremendously by a perpetual bloody conflict that has shattered their lives in varying degrees.

Afghanistan and the US signed the historic Strategic Pact on July 04, 2012 opening a new chapter in relations between the two countries. The most critical component of the agreement was the Bilateral Security Agreement (BSA), which was to be concluded within a year of the signing of the strategic pact. The BSA is in fact an integral component of the pact and its logical conclusion. If the two countries fail to reach an agreement on BSA, the already signed Strategic Pact could be considered to have lost its meaning for all practical purposes. In that case, the strategic pact will only have a symbolic value and will remain an inconclusive document at best.  

The proposed BSA is being intensely debated in Afghan political and civil society circles for the past one year. While some of the discussion is part of genuine political dialogue, a good part of it is a negative propaganda due to foreign-sponsored campaign to prevent the BSA from being realized

Almost three weeks ago the Consultative Loya Jirga, a grand assembly of nearly 2500 Afghan elders, endorsed the Afghan-US Bilateral Security Agreement asking President Karzai to sign the pact sooner rather than later. Yet President Karzai has obstinately refused until his demands are met by the US. These include guarantees by the US to deliver peace in a quick time frame, immediate halt to raids on Afghan homes and surety by the US for free and fair upcoming presidential election. With both sides adamant so far, the talks appear to have reached a gridlock.

Convening a Loya Jirga sounded like a right approach to build consensus although not necessitated by the Constitution. It is yet to be seen how far the recommendations by the Jirga will be taken into account by the Afghan President as well as the US side.

Afghans will be going to presidential polls on 5 April 2014, for the third time since the Taliban’s collapse in late 2001, to elect President Karzai’s successor. This election is highly significant for Afghanistan because of several reasons. It will be the first time ever in Afghan history that power will be peacefully transferred from one elected president to another. This election is also important because of its timing. The international security forces shall be leaving the country by the end of 2014.

This year the beginning of spring in Afghanistan will also be the beginning of the end for President Karzai’s almost 12 years of rule due to upcoming presidential election scheduled on 05 April 2014. Afghan constitution permits only two terms in office for the same president, which President Karzai is about to complete in few weeks time. One cannot overemphasize the Significance of this upcoming presidential election due to several considerations. First and foremost, it will be the first time ever in Afghan history that power will be transferred peacefully from one elected president to another. Second, the timing of this election is highly crucial. All international forces shall be leaving the country by the end of 2014. The enduring presence of US forces that will be instituted within the proposed Bilateral Security Agreement (BSA) is yet to be decided.

It has been almost 25 years since the last soviet soldier left Afghanistan, the country that has been known as the graveyard of empires. The occupation lasted for about nine years leaving Afghanistan devastated and vulnerable to regional and international rivalries that continue to this day. The country never fully recovered from that shock even with a robust intervention of the international community pumping billions of dollars into the country's economy. But one should bear in mind that rebuilding a country that has suffered civil war for decades is not all about physical re-construction, it is the state institutions that must be built together with enhancing the local capacity to absorb and utilize international assistance.

In 2002, when the interim government of President Hamid Karzai came to power in Afghanistan, it virtually started from a scratch. The state machinery, for all practical purposes, did not exist. This degeneration of the state had already started during the post-Najib Mujahideen’s anarchic rule, civil war and continued fighting among warlords for power and political influence and non-stop interference by neighboring countries.

The proposed Afghan US strategic partnership has been a hot topic and the subject of serious political debate for quite a while both inside Afghanistan and abroad. What makes it quite intriguing, are the geo-strategic location of Afghanistan, its history of being a buffer between the Imperial Britain and Soviet Union, and one of the main players of the Great-Game in the 19th century.

The recent Afghan-Pakistan diplomatic activity has brought the relations between the two neighboring countries into spot-light once more. In spite of all the uncertainty and mistrust surrounding this relationship, Afghan President Hamid Karzai’s latest high profile visit to Islamabad provides a glimmer of hope. Although it seems a remote possibility, with genuine political will on both sides, a breakthrough might be in the offing. The visit came at a time when newly elected government of Nawaz Sharif had taken office in Islamabad with renewed pledges to restore peace in his country, which is inextricably linked to peace and stability in neighboring Afghanistan. Challenges Galore for New Afghan Order

The national unity government (NUG) in Afghanistan has been in power since early last month after months of wrangling over election dispute. So far, public reaction has been overwhelmingly positive especially due to a proactive governance style of President Ashraf Ghani. From fight against corruption to building institutions and reaching out to a wide spectrum of Afghan society, Ghani has already embarked upon taking the initial steps to deliver on his campaign promises. In doing so, he has begun to win hearts and minds, which is essential for consolidating his hard-won victory. In spite of all the euphoria, one cannot ignore the rough road and challenges ahead as dictated by political realities of Afghanistan and external factors beyond control of the new administration.

The Peace Initiative

As usual the spring offensive by the Taliban insurgents moved well into the summer offensive as an increasing number of attacks are being regularly planned and executed in different parts of Afghanistan including the capital Kabul that has been witness to a wave of suicide bombings during the past several months. Last month 14 civilians belonging to Shia sect were executed in the western Ghor province. The Taliban militants were accused. Yet, there is no claim by the Taliban and the involvement of other groups who supposedly might have intended to trigger sectarian strife cannot be ruled out.

What seemed like a normal democratic exercise, initiated almost a year ago, the presidential election in Afghanistan seems to have reached a critical juncture. The preliminary results declared Dr. Ashraf Ghani as the leading candidate in the run-off election on 07 July 2014. Yet, the results were challenged by rival Dr. Abdullah with allegations of fraud. The situation reached a climax when Abdullah and his team gathered in Grand Assembly Hall on July 08 2014. Before Abdullah was in, his die-hard and emotionally charged supporters had already tore down the incumbent President Karzai’s portrait and installed Abdullah’s portrait instead. Abdullah condemned his rival team, the Independent Election Commission (IEC) as well as President Karzai as unholy alliance of the three that he accused of preventing his so-called victory. He just stopped short of declaring a parallel government.

Almost three weeks ago, Afghanistan was witness to historic Presidential Elections with around 60 percent turnout, much higher than expected, in spite of constant security threats from the insurgents. A high level of enthusiasm among Afghan voters reflects the desire for change and hope for a better future. There is still a long way to go before the next president takes office. As per preliminary results (announced on April 26), Dr. Abdullah Abdullah and Dr. Ashraf Ghani have emerged as the two top candidates with the former in the lead. As anticipated none managed to gain the requisite 50 percent plus one to win the race. All the remaining six presidential hopefuls are virtually out of the race. The Independent Afghanistan Election Commission (AEC) has yet to announce final results on 14 May 2014. However, all indications are that the two leading candidates will have to face a run-off as none might be able to reach the required target of fifty percent plus one even when both AEC and the Complaints Commission (CC) complete their assessment of the preliminary results.
